Its main focus is to maintain your warmth, dryness and comfort, basically acting like a layer of moisture wicking insulation between your skin and jersey. Body temperature will change as you ride, so you'll find most bases are constructed using mesh panels to keep you cool and/or a fabric that's pong-free, one that reduces awful itchiness and increases your warmth and movement on the bike.
